Central Asia Regional Economic Cooperation Corridor Performance Measurement and

With this study, ADB showcases the value of corridor performance measurement and monitoring for CAREC countries and for countries participating in other subregional programs as they craft policies and consider investments to facilitate trade.

This report describes how Central Asia Regional Economic Cooperation (CAREC) corridor performance measurement and monitoring (CPMM) helps to achieve the objectives of the CAREC Transport and Trade Facilitation Strategy (TTFS). It presents the CPMM methodology and discusses key stakeholders’ roles and responsibilities, especially those from the private sector. It highlights ongoing efforts to provide accurate and reliable indicators. The operational data collected by CPMM since 2009 and corresponding analysis provide a sound basis for policy formulation and investment decision making. Trade facilitation indicators have been developed to inform CAREC’s Development Effectiveness Review.

In light of the new corridor alignments and the increased focus on railways and trade logistics services under the refined TTFS 2020, recommendations for the improvement and expansion of CPMM include

  • provide more country-level analysis;
  • highlight data on the direction of trade;
  • present trends and seasonal patterns; and
  • consider augmenting CPMM analysis with other trade studies.
